This is an interesting commentary of solution scope from the Tynerblain blog. At Ed, the business unit probably creates the MRD (intellectually if not in writing) both these and is likely to include S&S or engineering in the process. From this article it doesn't sound like the norm, but I'm not sure Systems and Solutions or engineering has the resources to assist in these decisions.
